ramo. bring along the winter coat you are going to need it. maybe something to cover your face because that air is a cold one. this will be traveling, south, southeast over the course of the day. this will bring us rain as early as tonight and because of the cold air in place because this system is cold, we are going to likely see snow in our local hills by tomorrow morning. so we will show you that extended forecast. let's talk about this afternoon. under an increases cloud cover temperatures in the upper 40s to low 50s. 49 for vallejo, 50-degrees in berkeley, and 50-degrees in oakland. ly have a look at your weekend and exteed -- i will have a look at your weekend and your extended forecast coming up. let's start with with a look at the traffic at the bay bridge toll plaza. it has been looking pretty

good. also looking at the san mateo bridge. the traffic here looks good all the way out to the peninsula. by the way getting there from 880 is not a hassle right now. if you will be getting on the road early, i think you should be having a pretty good commute. we are also looking at the nimitz freeway. traffic on 880 and 580 looking good. as we go to contra costa county 680 traffic is off to a good start. let's go back to the desk. happening now thousands of people are in the dark in benicia this this morning. claudine wong is there. good morning. >> reporter: good morning, brian. this is a pretty significant power outage for the city of benicia. you have 3700 people without power. almost 14% of the folks here. this is the shopping center. very, very dark. in the background it looks like there may be emergency generators on at the super market. this is the starbucks normally open right now. about 4:30 is when they are

supposed to open their doors. you can see the sign on the door pg&e has been contacted. we have seen an employee in there loading up. getting things ready for when the power comes back on. we did talk to one man down here trying to open up a laundry mat and was hoping to get coffee. he said his whole morning depends on how fast pg&e works. >> it will be the same. >> reporter: no coffee. >> no coffee. >> reporter: are you going to open up the laundry mat? >> it usually opens up at 6:00 but i open at 4:30 people come down because they know me. >> reporter: nothing is working in there. >> nothing. zero. >> reporter: so you just open the doors any way? >> yes. >> reporter: and just wait. >> yeah. >> reporter: so your whole morning is depending on how

fast pg&e works. >> correct. >> reporter: and we should mention it is cold out here. hovering just above freezing here. got a message on my facebook from kathy saying brrr it is cold without power. so how long will this take to fix? pg&e telling me their crews are on scene trying to assess the situation trying to figure out what caused it and how long it will take to fix it. we expect to get an update from them in the next 15 minutes and we will bring you that. live in benicia claudine wong. >> stay warm out there. thank you. a hard freeze warning will expire across the bay area at 9:00 this morning. one of the coldest places is napa where overnight temperatures dipped into the 20s. while we hear exposed pipes need insulation during the winter, even interior pipes that are protected by attic walls are springing leaks. plumbers have been responding to several calls. >> when you turn on the faucet in a different room, you can hear it through the walls. you should listen to that.

turn off all the tvs and stereos and listen for that noise. >> hardware stores are also seeing a run on installation materials as people in napa try to protect their properties from freeze and potential water damage. meantime city crews say cold weather is partly to blame for a water main break in martinez. the brakes sent water pouring out into the street on martinez avenue. the problem started about 9:30 last night. at one point 50 homes were without water. but its back on now. crews were able to fix the water main over night. a few hours ago they put sand on the road to make sure it is safe for drivers. shelters in sonoma county have added extra beds to keep homeless people out of the cold. many shelters have been full for the past few days. the county provides 580 beds year round but 100 extra beds were added this week because of the cold weather. there are about 3300 homeless people though in sonoma county.

in the sierra foothills the bad weather is causing pg&e to staff extra crews starting today. pg&e concerned about a repeat of a snowstorm four years ago that left thousands without power for days. people are currently stocking up at hardware stores buying anything from oil lamps to shovels. >> i have decided to test new equipment i have for camping. so i have set up my tents and i will sleep in the snow and make sure it works. >> law enforcement urging drivers to slow down and be cautious of icy roads and black ice. snow could drop to 1,000 feet. it may soon cost more to ride bart during the morning and evening rush hours. janine de la vega is joining us live from the bart station to tell us how riders could be effected by the premium plan. >> reporter: good morning, brian. in about an hour the peak commute hours will begin.

we will see a lot more foot traffic here. the bart board of directors talked about raising prices during that time at their recent meeting. the san francisco chronicle is reporting bart officials are preparing to look into peak period fares. charging higher prices during the busiest hours or most congested station. more analysis is needed so that is why the idea is being explored on how it will work. the board says now is not the time to raise prices since the transit agency went through two strikes and trains have been experiencing mechanical problems. >> i don't think its fair. they need to find ways to cut down on their cost and spending and stop passing everything on to the riders. >> reporter: bart fares are already scheduled to increase 5.2% in january. its based on inflation.

the average bart fare is $3.59 it will raise to $3.78. now a survey showed that riders supported inflation based increase that was small and predictable over a larger increase that took them by surprise. another study is expected to be done which should show which riders think about an increase those during peak commuter times. reporting live from fremont janine de la vega ktvu channel 2 news. new this morning no reports of any injuries or damage but there was an earthquake in napa county. an earthquake at 3.7. some people say they felt desks and chairs move but no major jolts. scary incident on a san francisco high school campus earlier this week. a staff member at burton academic high found a loaded sawed off shotgun with extra

ammo inside an unattended backpack. police later arrested a 16-year- old student that reported bringing the gun to school possibly for his own protection. >> the time i found out about it w was this morning. >> two days later you get a voice mail and i'm driving and like what? and i'm jesus mow hearing about -- and i'm just now hearing about it? wow. >> police say they have interviewed the teenagers parents and doing a weapons check to trace the gun. school district administrators did not return our calls. south africa's government is preparing funeral ceremonies for nelson mandela who died yesterday at 95 years old. this is a live picture outside of mandela's house. we are learning more about the funeral plans for mandela as well. on day five there will be a memorial service in a stadium

and mandela's body will lie in state for three days. mandela will be buried in a remote village where he grew up. south africans say their country owes a lot to mandela. >> the ability to bring people back together brought us from the brinks. that is immeasurable. its hard to put into words what he did for us. >> and cnn is reporting that president obama is making plans to travel to south africa to attend the memorial service for nelson mandela. in the meantime mandela had strong ties to the bay area. he always said the movement by uc berkeley students back in 1986 calling on the university system to divest more than $2.5 billion from the south african government was a crucial step in ending apartheid.

>> and he came back to the east bay to the oakland coliseum top thank the hundreds, the thousands of people that had been there, americans, in solidarity with south africa trying to get that regime done. >> estimated 58,000 people turned out to see mandela at the oakland coliseum that day. mandela spent 27 years in prison for fighting apartheid and was set free. mandela never expressed bitterness about his time behind bars. instead he called for reconciliation and forgiveness. four years after his release he was elected president. nelson mandela was 95 years old. he had been ill on and off for more than a year. he passed peacefully surrounded by his family. students will probably be wide awake at one south bay

welcome back to the morning news. homicide detectives in santa cruz have announced a big break in cold case. they now know the name of the young victim nearly 20 years after the crime. detectives say dna evidence has identified her as 17-year-old corey joann. she was beaten to death. two hikers found her body back in 1994. >> they are about 50 feet off of a trail when they discovered the body. >> homicide detectives are still looking for the girl's killer. santa cruz police officer lauren butch baker was one of

the first investigators assigned to this case. baker was one of the two detectives killed in the line of duty earlier this year. if you think your grocery bill is high now, just wait until the start of the new year. the agricultural department is warning a gallon of milk could cost $7 if congress does not pass a new farm bill. dairy subsidies which stabilize milk prices are set to expire on january 1st while president obama is optimistic a deal can be reached, the republican controlled house and democratic controlled senate remain at odds over parts of the farm bill. california's high speed rail authority says the $68 billion project still on track. the state still plans to break ground on the first construction segment as early as next month. the state will try again to get approval to sell bonds for the project in the near future. opponents say recent court rulings on environmental and funding issues are serious set backs. although supporters deny that.

now 5:17 i want to check in with sal. >> brian and pam we are doing okay as we go to the live pictures. i want to show you the traffic on 80. it looks pretty good as we head out to the mccarthur maze. also this morning we are looking at westbound bay bridge. it is nice. things are beginning to slow down in some areas. we have been looking at parts of contra costa county. i mentioned i saw highway 4 last time. we are looking at highway 4. a little slowing in a construction zone. for the most part it is nice. you can see just a little bit of slowing. the yellow markers indicate slightly below the posted speed limit. let's go to rosemary. i will start out by saying most of us a tad warmer but not by much. 24 degrees right now santa

rosa. san francisco checking in at 41. oakland 37 degrees outside your door. 31 in concord. and 33 for san jose. we have temperatures warming up a little bit later this morning. but in the meanwhile we are going to have very chilly conditions for at least the next couple of hours with sunrising at about 7:11. i mentioned the possibility of breaking records once again. let's take a look at where we are currently and the old record. areas right around napa although this is not official just yet. national weather service hasn't ruled on this but it looks like we will break a record in napa. san francisco holding steady. san francisco 40-degrees a little bit earlier this morning. san jose 33 degrees right now. at the airport dropped to 29 a little bit earlier. we are looking at this system here off the washington coastline. it will be sinking south over the course of the afternoon. that will bring us rain and snow to our local mountains tonight into tomorrow.

so for today this morning a near repeat of what we had yesterday. upper 40s and low 50s once again. but by this evening we will be looking at rain and snow moving in. the heaviest rain expected by 8:00 tonight and last into the overnight hours. but i think we may see a few scattered showers in time for the evening drive. and with this cold air in place a winter weather advisory for our east bay hills as well as the santa cruz mountains starts tonight. lasts until tomorrow morning. we could see anywhere from two to four inches. right about 2500 feet and more above 2500 feet. that is kind of exciting. we'll have to wake up tomorrow morning and see what we have. afternoon highs for today 50 in berkeley. 51 san francisco. upper 40s to low 50s around the region. north bay, east bay, south bay. 51 for you san jose. a live look at the extended forecast with your bay area weekend always in view. scattered showers moving in tonight. going away by tomorrow morning. we will be drying out tomorrow

welcome back to the ktvu channel 2 morning news. the number of babies born in the u.s. may be leveling off after years of decline. according to new numbers from the government the number of babies born last year only slipped a little to just shy of four million. that son-in-law -- that is only a few hundred less. not only a decline in u.s. women giving birth, but also in getting pregnant. the city of pacifica is showing an outpouring of community support for two little girls both recently diagnosissed with cancer. eight-year-old bella was diagnosissed with leukemia the day before thanksgiving. a day later annika was

diagnosissed with a rare form of kidney cancer. both are students at cabrillo elementary and a grade appoint. >> its just perplexing. and the community felt that they needed to support any way they could. >> people in pacifica set up a give forward page first for bella and then for annika within just a couple of days they raised more than $30,000. the families say they are overwhelmed by the community's generosity. 5:26. a danville teenager has really taken our one warm coat drive to heart and helping thousands get warm this holiday season. 14-year-old carson gathered up his friends and baseball team to collect nearly 2,000 coats. this isn't the first time he's lent a helping hand. he's done it four years in a row now. >> it feels good i can give somebody that doesn't have the money for a coat to have a coat and be warm for the winter.

ago. when you talk about 25 in fairfield. fairfield actually colder than yesterday morning at this hour. yeah. you will need the winter coat. low 30s in concord. 28 degrees outside your door in walnut creek. 35 in hayward. 37 in oakland. we are looking at upper 30s to near 40 degrees in and around san francisco. freezing in foster city. 40-degrees in belmont. upper 20s for you in menlo park. as we get through the morning hours we will see very little change between now and 7:11. and as we get into the 8:00 hour temperatures will finally warm into the 40s. it will be a chilly morning and by the afternoon upper 40s, low 50s once again. we do have changes coming. do you see the system here off the coast of washington? this will be sinking south over the course of the day. we will see an increase in clouds during the second half of your afternoon. and by tonight rain move into the bay area. increasing clouds for your afternoon. rain this evening.

5:32 let's go back to the desk. happening now more than 3700 people are without power and heat in benicia. some businesses are closed because of the power outage. pg&e crews are still trying to figure out what caused it. right now its not clear when the power will be back on. but ktvu claudine wong is working on an update from pg&e. she will have a live report and an update coming up. some college students in the south bay had to battle the cold even after they made it into their classrooms. west valley college in saratoga says pg&e told the school to cut its natural gas consumption by 25% so the utility could meet high demand in the area. the school lowered temperatures inside the buildings and administrators sent out a warning. >> and told us we should be sure to dress warm so most of us wore layers of clothes. part of the day we had to keep our coats on. >> cold temperatures definitely taking a tole on the homeless.

flores. he was last seen driving a 2001- 2003 ford escape with temporary washington plates. investigators think the two could be heading to mexico and they may drive through the bay area. retired santa clara county superior court judge will lead a task force. cordell is also san jose's independent police auditor. the president of san jose state says the task force will review the facts and then propose recommendations for insuring the school is a safe, welcoming, and tolerant community. police say four white students taunted their black roommate with racial slurs and put a u- shape bicycle lock around their neck. oakland man says he was the victim of the so-called knock out gail where an attacker tries to knock out a complete stranger. anthony lindsey tells ktvu news the brutal attack happened while riding a bus. these pictures show the cuts and bruises that he says he

welcome back to the ktvu channel 2 morning news. time now 5:43. and for michigan and illinois to texas meteorologists are calling it one of the worst ice storms in years. the dallas fort worth area is feeling the brunt this morning. road conditions are extremely dangerous with cars and vans losing control and even tipping over. power was knocked out to about 100,000 homes and businesses. where almost half in dallas county. some parts of the country are dealing with sub zero

degree temperatures this morning as well. this winter storm could cause havoc this weekend. sumlin is joining us live from the areas that could be hardest hit which is dallas, texas. good morning. >> reporter: good morning to you, brian. yes from here in dallas up to tennessee this ice storm really is hitting hard. let me show you exactly what people here in dallas are waking up to. just frozen conditions. everything just iced over from this table and chair that you see in this park here to the bushes behind me. the trees. all just frozen in place. and even worse us not going away any time soon. this could last into the weekend. an arctic blast is bringing ice, snow, and bitter cold to the center of the country. to the south snow, sleet, and treacherous driving conditions. to the north windchills bringing the temperature below zero. oklahoma, tennessee, and arkansas are under a state of emergency. >> if you don't have to get out, do not get out. >> reporter: that is the advise

car following the tow truck, grabbed a part and drove away. the part was found in the suspects home. healdsburg could be the first city in california to raise the minimum age for purchasing tobacco. you must be at least 21 years old to buy tobacco. that is up from 18 years old. it is designed to discourage teens from buying tobacco and smoking at an earlier age. if the city decides to move on, it could go up for vote in january. bat kid is returning to san francisco this weekend but this time he won't be fighting crime. five-year-old miles scott will be back to support the san francisco police and make a wish foundation in its annual brave the bay fundraiser. on saturday he will be the special honoree at the event. >> got to love the bat kid.

coat it is freezing. this is the system here that will be changing our weather 35 tern. it will be sinking south and as it does its warming our temperatures just slightly. raising our dew pointings little bit. it will bring us some rain. it will bring us snow to the local mountains. our local hills as we get into tonight and tomorrow. let me show you what i mean. as we get through today we have increasing clouds through the second half of the afternoon. rain is still well to the north. this will be a fairly quick moving system. because in time for the evening morning drive this says 6:00. take a look at this. we do have scattered showers popping up from santa rosa down along the coastline. into the santa cruz mountains. as we get into the evening hours and while we are sleeping, the front will sweep through. we are now into saturday morning. we are going to see anywhere from a quarter inch to three quarters of an inch of rain for the bay area.

we will see snow down to 200 feet. we are looking at snow down into the foothills as well. one to two feet of snow possible for the higher elevations. here at home winter weather advisory tonight into tomorrow morning. above 2,000 feet we could see some fresh snow over our hills. above 2500 feet three inches or so. 24 degrees santa rosa. san francisco checking in right about 40. oakland you are looking at 37. and as we get into the morning hours, we don't budge a whole lot until we get to 8:00. 40s in the forecast at 8:00. and then we are looking at upper 40s and low 50s for the second half your afternoon. concord 31 degrees. afternoon highs today a lot like yesterday with increasing clouds and scattered showers moving in by early evening for some of us. the extended forecast here so tomorrow morning a few scattered showers. but then we are drying out.

fremont police have arrested a suspect in a home burglary caught on video. they arrested 28-year-old transient richard in a motel in fremont yesterday afternoon. police say he is the man seen on this surveillance video we first showed you earlier this week. the video reached 2000 hits on youtube. after releasing the video, investigators received more than a dozen tips leading to his arrest. a number of home burglaries in hercules could be the work of one teenager. eight homes near peasant drive were broken into. one victim said he found his front door open and had cash and electronics missing. the thefts are so similar police believe there is just one thief and he is likely 15 or 16 years old. i want to give you lighthearted news this morning. something to smile about. a man in chicago pulled out all the stops to propose to his girlfriend at halftime of last night's basketball game between
